The County Leadership Team leads and inspires volunteers to give young people great experiences and skills for life. They make sure their County teams are organised, have enough volunteers, and can deliver a great programme.
County Lead Volunteer role information
Scout Counties help volunteers in County teams (including District Lead Volunteers) develop, and they enhance Section programmes with opportunities that are best run at County scale.

Youth Lead (Programme) role information
County Youth Leads support volunteers in their County (including District Teams, District Youth Leads, and County Programme Team Members) to make sure that the County’s activity is informed by young people’s ideas and feedback.
County Youth Leads can:
- Help to make sure that the County programme is shaped by young people.
- Create opportunities for young people to provide feedback (often through a County Youth Forum).
- Promote the YouShape award and top awards.
- Support the District Youth Leads in their County, bringing them together to support each other, share ideas, and work towards a shared vision.
- Inspire and motivate young people in the County and make sure they know about all the different opportunities available to them in Scouts, including what they can do when they turn 18.
- Influence decisions that are made in the County as a member of the County Trustee Board, making sure that young people are at the heart of decisions.

Programme Team Leader role information
The County Programme Team oversees and supports the delivery of quality programmes for young people. This includes promoting and supporting Top Awards, and supporting Section programmes when activities are best done at County scale. The team leader appoints their team and ensures they are supported in their roles.

The County Support Team gives tools and resources to help Scouts run smoothly in their County.
The team leader ensures that enough people are in role to deliver the county's aims and to support volunteers throughout the county.

About David Thompson MBE
David has been engaged in adult roles in scouting for over forty-years, and has held various roles at Group, District, County & National level; including that of County Commissioner; and through his hands-on involvement, was awarded the Silver Wolf in 1999, whilst in the role of National Commissioner for Scout Active Support. As a Police Officer, he held numerous roles in his thirty-year career, and for fifteen-years was a specialist Youth Intervention Officer, being awarded the Police Long Service Medal, before retiring in 2016. Now his is the director of his own training company, prominently delivering first aid provision; he holds a Cert Ed teaching qualification and an IOSH Safety Management qualification, which gives him a good understanding and grounding in delivery, development, engagement and compliance, something which was recognised for Nationally, when he was awarded an MBE by Queen Elizabeth II in 1999. Married to Clare (Programme Team Leader), the family are fully immersed in Scouting, which gives a good grounding to ensure that scouting is fully supported and develops from the recent transformation process.

Trustee Board
The Trustee Board is a team of volunteers who work together, as charity trustees, to make sure Scouts is run safely and legally. At the heart of their role is a focus on strategy, performance and assurance. Effective Trustee Board governance helps our volunteers deliver fantastic programmes that give young people skills for life.
Chair role information
The County Chair:
- Leads the Trustee Board.
- Plans when Trustee Board meetings should take place, and decide what to talk about at each meeting.
- Leads Trustee Board meetings and the Annual General Meeting (AGM).
- Liaises with Lead Volunteers.
- Leads recruitment for new Trustees.
- Supports other Trustees by organising inductions, making reasonable adjustments (where needed), checking in to see how they’re getting on, and carrying out annual reviews.
About Jordan Pidwell
Jordan has been in Scouts since the age of 10 and has achieved many of our top awards including the Young Leader belt and Queen’s Scout Award. He holds roles with Squirrels and Beavers sections and is the local County Youth Lead. In those roles, he has consistently championed young people to have an effective voice in decision-making within the movement.
Living in Cornwall he has experienced Scouting in a rural, deprived area and as such has experience in making Scouts accessible for all, with a particular focus on socio-economic inclusion. Jordan is the first in his family to go to university, studying geography at the University of Exeter.
In his spare time, Jordan enjoys taking his dog for walks, playing the piano, and looking after his houseplants.

Treasurer role information
The County treasurer:
- Looks after finances, such as making sure all membership fees are collected and all payments are made to the county.
- Shares details about income and spend with other Trustees.
- Makes sure Gift Aid is being claimed.
- Makes sure proper accounts are kept and draw up policies on finance and investment.

Trustees are a team of volunteers who see the big picture, make decisions, and work together to help Scouts run smoothly.
Trustees play a key part in Scouts, and keep an eye on our vision. They make sure young people have the best experience at Scouts, and check things are being done safely and legally.

Volunteering Development Team
The Volunteering Development Team is led by David Thompson, who sits on the County Leadership Team. The Volunteering Development Team is responsible for supporting all team leaders and team members throughout the county with learning, first aid training, safety & safeguarding compliance and reward & recognition of good service, meritorious and gallantry awards, to ensure individuals are effectively skilled, supported and recognised for the roles they hold within Scouting.
Sub-Team Leader – Awards & Recognition role information
The Awards & Recognition team are responsible for all aspects of reward and recognition in respect of good service, meritorious and gallantry awards, for both adult and youth members, ensuring that recognition is recommended at a level appropriate to the commitment and actions of the individual.
About Megan Thompson
Megan has held several roles at Group, District and National level over the last five years, and was awarded a ‘Commissioners Commendation’ by North Cornwall District in 2019. On going to Winchester University in 2019, she achieved a Degree in History, before undertaking a PGCE qualification, to take on her current role as a Year 4 teacher in a primary school in Southampton. Before leaving for university, she assisted with a Cub Pack, was a District Youth Commissioner and a member of the Headquarters Youth Team, and on attending University created a new Cub section in a group, which she has run as well as being a member of the Headquarters NAAG (National Awards Advisory Group), where she was a member of a small team overseeing Good Service Awards. Megan is the holder of the Queen’s Scout Award and Duke of Edinburgh’s Gold Award, and with her awards knowledge, this makes her well-placed to be the Team Leader of this team; especially with her moving back to the county on a permanent basis next year.

Sub-Team Leader – Compliance role information
Dealing with all aspects of safety, safeguarding and first aid compliance, ensuring that all adult members throughout the county are meeting their mandatory requirement to undertake and maintain a valid qualification in this field, and supporting those in need of gaining or revalidation of their mandatory requirements to maintain an active role in Scouting.
About Sam Biggs
Sam has been involved in Scouting for nineteen years, at Group, County and National level, and as well as assisting with the 4th Falmouth’s scout section, has also being involved with site maintenance of their group camp site. At a county level, Sam has undertaken First Response delivery for several years, holding an AET External Qualification in Training in addition to various scout training modules. His work in this field was recognised at county level by the awarding of a Chief Scouts Commendation for Good Service in 2019 and at national level with a Commissioners Commendation in 2020 for his work on the National Compliance Team during the Covid Pandemic. Since this period, Sam provided regular First Response Training throughout the county, as well as Safety cover and Module 10b training at Kernow 2022 and will again at Kernow 2025. Also involved in Sea Cadets, Sam has an interest in compliance, thus ensuring young people are appropriately supported and supervised, whether at weekly meetings or whilst on activities, and in this new role, Sam with oversee the compliance of Safety and Safeguarding learning for all Team Leaders and Team Members throughout the county.

Sub-Team Leader – Engagement role information
The Engagement team deals with welcome and exit support for new members to the county team, thus ensuring they are initially welcomed and are supported and sign-posted to the lot appropriate learning, administration and support materials to aid their role, and also to support those who wish to move on from the team to take up other roles in Scouting, ensuring their service was valued.
About Mark Rosevear
Mark has been engaged in Scouting for twenty years, with roles ranging from Group to County level, and also a long period as a member of the National Security Team assisting with Jamborees. In 2022, he support within scouting was recognised with the awarding of the Award for Merit, recognising his work, especially with IT support. Taking on this new role in the structure, the role ensures that new county team members are appropriately welcomed and supported when joining the county team, ensuring they feel appraised, informed and able to undertake any new role or accreditation assigned to them. As members develop they may feel the need to move on to other teams, and if this is the case, assistance with exit strategies and exit feedback are vital to ensuring the individual and the team evolve and develop. Outside of Scouting, Mark is the Team Leader of Falmouth Coastguard, managing a team who respond to incidents on the coastline, estuaries and mudflats of the area. Over the years, he has worked up to this position and has participated in many rescues, several being in challenging situations, and for one in particular in 2009 resulted in him being awarded the Scout Gilt Cross for Gallantry.

Sub-Team Leader – First Response role information
The First Response Team are responsible for ongoing Scout first response (theory & practical) training and the overview of upskill training for any external qualifications gained by adult members, to ensure that they are meeting the needs and requirements of their scouting appointment.
About Roger Rixon
Roger has held roles at District, County and National level over the last fifteen years, primarily in Safety Advisor and First Aid/First Response Training. Based in Greater London, Roger is an Operational Commander for St John Ambulance and was responsible for staffing the Nightingale Hospitals during the Covid Pandemic. Holding a NEBOSH (Health & Safety Qualification) and a Cert Ed teaching qualification, he has a wealth of experience in the First Aid field and was recognised by St John with the awarding of the ‘Member of The Order of St John of Jerusalem’ in1998, to compliment his St John forty-year Long Service award. As a remote team leader, Roger is well-placed to deal with externally obtained First Aid certificate up-skill queries, ensuring they meet our First Response criteria, which will be a massive asset to ensuring compliance in this area. On a delivery aspect, Roger provided First Aid cover and Module 10b training deliveries at Kernow 2022 and will again at Kernow 2025.

Sub-Team Leader – Learning role information
The learning team is responsible for all aspects of initial and ongoing learning for team leaders and team members working towards mandatory and optional learning towards their wood badge and other accreditation modules which adult members may wish to undertake, thus fully ensuring that all individuals feel they can achieve the learning they require for the roles they undertake.
About Kevin Allen
Kevin has been involved in Scouting for forty-years and has held a number of roles at District and County level, including that of County Commissioner. As District Commissioner for St Austell & Par District, he oversaw the joining with Newquay District and ensured the transition to the newly formed Mid Cornwall District was seamless in 2008 and has since then has very much seen training as his strength. Awarded the Bar to the Silver Acorn in 2018, he has worked hard to oversee the compliance aspects of the challenge transformation brought, and as part of the Transformation Team over the last two years he has worked hard towards the introduction of the new system. With the development of the new structure, Kevin now takes on all aspects of mandatory learning for Team Leaders, and also oversees those Team Members who wish to develop their learning experience to become prospective Team Leaders in the future, by undertaking various modules of the learning programme.
